What Is AS4084?
AS4084:2012 (Steel storage racking) is the primary Australian Standard that sets out the requirements for the design, manufacture, and use of adjustable pallet racking systems. Who Is Responsible for Compliance?
Under Australian WHS legislation, the Person Conducting a Business or Undertaking (PCBU) has the primary duty of care. In practice, this means the warehouse operator — not the racking manufacturer or installer — is responsible for ensuring that racking systems remain safe and compliant throughout their service life.
This includes maintaining regular inspection schedules, addressing damage promptly, keeping accurate records, and ensuring that racking is not overloaded or modified without engineering approval.
Inspection Types and Intervals
AS4084 specifies three levels of inspection, each with different frequencies and requirements:
1. Daily Visual Checks
Warehouse staff should perform brief visual checks during normal operations. These checks focus on obvious hazards like displaced beams, overloaded bays, or obstructed aisles. No formal documentation is required, but any issues identified should be reported immediately.
2. Periodic Detailed Inspections
A more thorough inspection should be conducted at intervals not exceeding 12 months. This inspection examines every component of the racking system, including uprights, beams, bracing, base plates, floor fixings, and safety clips. Each defect must be classified using the traffic light system:
- 🟢 Green (Risk Level: Low) — Minor cosmetic damage. Monitor at next inspection.
- 🟡 Amber (Risk Level: Medium) — Structural damage requiring attention. Unload affected bay and schedule repair within 4 weeks.
- 🔴 Red (Risk Level: Critical) — Severe structural compromise. Immediately unload, barricade, and isolate the affected area. Engage a structural engineer.
3. Expert Inspections
A qualified racking engineer should conduct a comprehensive structural assessment at least every 12 months, or after any significant event such as a forklift collision, seismic activity, or major modification to the racking layout.
